[gatekeeper] Component mapping updater failing and notification not being sent

The cause is known and will be addressed, but gatekeeper failed to notify the group as per this change.

As the component/team info is used by Predator, moved this bug to Predator instead of Findit.

Status: Fixed (was: Untriaged)
Cleaning up old predator issues. This seems to be green now, but feel free to reopen (and update the summary) if there was additional work planned.
