Tested on windows 10 , windows 7 using chrome M56 #56.0.2924.87 and followed below steps:

1. Launched chrome and opened bookmark manager and rearranged the bookmark folders and closed the bookmark manager.
2. Opened the bookmark manager and saw the bookmarks was arranged as per last change.

@speedijim-- Could you please check attached screencast and confirm if we had missed any steps in reproducing the issue and help us by providing the screencast/video of the issue  , that would really help us in traiging the issue.

If you read my posting, I said nothing about moving folders!    I said “moving bookmarks”!

 

I tried moving folders and that does work correctly as yours did.

 

I can’t do a screencast since my Lenovo thinkpad does not have the required video card.

 

I have attached screen shoots at each step.   I am rearranging bookmarks in the bookmarks bar

Orig is initial chrome screen 

Bookmgr opened is 2nd step

1st 3 bookmarks changed by me is 3rd step

After exiting and then restarting bookmark page not changed is the 4th step   - the book mark bar is the same as original.

 

I did not have any other chrome pages open.

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #56.0.2924.87 and latest canary #58.0.3028.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. clicked bookmarks
2. clicked bookmark manager
3. rearranged bookmarks
4. Closed the browser and relaunched it.
5. Observed that bookmarks bar had new arrangement as expected.

speedijim@ - Could you please check this issue on latest canary #58.0.3028.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Here is a clue.   This morning I did a rearrange and it worked.   I exited, restarted chrome and the new arrangement was there.

 

However, my android cell phone and my tablet were both off. 

 

When I checked later (after cell phone and tablet turned on)   Chrome was back to pre-arrangement again.

 

I haven’t tried a new profile as you suggested but I did try changing chrome to my wifes account.  Again rearrange did not work.

Next I tried turning cell phone off and having tablet off and trying rearrange.   It did not work. After restarting chrome it had the original arrangement.

 

I don’t understand it.   I will try again early tomorrow morning.   Wait until I email the result before pursueing.

This issue is solved.    I changed the chrome advanced setting from sync everything to selective and unchecked bookmarks.

 

What was it syncing with?
