Shelf does not remain opaque with maximized windows in multi-profile setup |

Issue descriptionChrome Version: 58.0.3021.3 (Official Build) dev (64-bit) OS: 9313.1.0 (Official Build) dev-channel samus What steps will reproduce the problem? (1) Log into multiple accounts. (2) Create one browser window in each account, un-maximized. (3) Maximize window in one account. Note that shelf becomes opaque. (4) Maximize window in the other account. Note that shelf becomes opaque. (5) Switch to back to the first account. What is the expected result? Toolbar should be opaque because there is a maximized window. What happens instead? Toolbar is transparent.

@tdanderson/bruthig I thought this might be related to Issue 695901 but maybe not. Could you take a look? I can still repro on 58.0.3029.18 (Official Build) dev

I will check if the fix for Issue 695901 also fixes this. (I suspect it will) The fix should be available in Canary 59.0.3043.0. Once it's verified there a merge will be requested for M58.
