This a regression. I don't see it repro on chrome 55.0.2883.87 build. I see it repro on Windows device.

What steps will reproduce the problem?
(1) navigate to any vimeo video
e.g https://vimeo.com/204968525
(2) switch to fullscreen mode
(3) change resolution 

What is the expected result?
resolution is changed and playback resume

What happens instead?
playback freeze
