What steps will reproduce the problem?
(1) Turn on the chrome://flags/#enable-osk-overscroll
(2) Go to http://bokand.github.io/keyboardtest.html
(3) Tap the fullscreen button to enter fullscreen
(4) Tap in the input box to show the OSK
(5) Tap the input box again to ensure the heights are updated

What is the expected result?
The innerHeight value should shrink to reflect the keyboard showing

What happens instead?
The innerHeight does not change.

Outside of fullscreen innerHeight changes correctly. This issue is specifically when in fullscreen.
