position:sticky + transforms behave differently than on iOS

Issue description

Chrome Version: 58.0.3026.3
OS: MacOS

What steps will reproduce the problem?
(1) Open http://jsbin.com/sexiwe/edit?output
(2) Scroll the bottom scroller

What is the expected result?

z=0 should be fixed

What happens instead?
z=-1 is fixed

This is a problem with the enclosing layer offset not including the scroll, it looks like it's fixed by the patch for  issue 692263 , https://codereview.chromium.org/2698843004/.
