ChromeStabilityMetricsProvider should run always, not just when UMA is enabled.

Currently, the way it's structured is it only does observing when UMA is enabled. This is not desirable, because we should aim for not having any optimizations to disable things when UMA is enabled.

oh wow I did not know about this bug, and yes this has been fixed, although I haven't verified the fix yet. I'll dup into  issue 803621  and mark that one verified once I have.
