Regression:Ghost text merges with the underline in md-settings

Chrome Version: 58.0.3027.0
OS: ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to the chrome://md-settings
(2)Click on show home button section and observe.


Expected Result:Ghost text should not merges with the underline.
Actual Result:Ghost text merges with the underline.

This is regression issue broken in M-58
