MPEG2 (.avi) video playback is choppy as if frames are played out of order |

Issue descriptionChrome OS Version : 9202.18.0 Type of hardware : elm What steps will reproduce the problem? 1. Download video: http://samples.mplayerhq.hu/avi/GoneNutty.avi 2. Play from downloads folder What is the expected output? Video plays smoothly. What do you see instead? Some AVI videos have extremely jittery playback. It appears as if some frames are played out of order. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always. The video was played using software decoder. This issue can also be reproduced on peach pit, veyron minnie and caroline.

I think many AVI videos don't correctly encode the PTS values when using reordered frames. That's likely the case here, so this is probably WontFix.
