Japanese input settings page displayed in English

Issue description

Chrome Version: 56.0.2924.110

Japanese Input settings page is displayed in English even if user set Chrome OS language to non-English.

URL: chrome-extension://gjaehgfemfahhmlgpdfknkhdnemmolop/mozc_option.html

Steps to repro:
1) Go to chrome://settings/languages and set "Display Google Chrome OS in this language" to Japanese (or any non-English language)
2) Go to chrome://settings/languages again, select Japanese and check "Google Japanese Input"
3) Click "Configure..." to open Japanese Input Settings

Expected: Page displayed in Japanese
Actual: Page displayed in English

I did found a translation file for this page, so this is not WAI.

Try to reboot the system after the step 1. The change is applied only after a reboot

I did, and issue persists.
All ChromeOS UI is translated to Japanese, except for the input settings page.

From initial investigation, it seems like the input methods in question is using a different template "mozc_option.html", where as the other correctly localized input methods are using "hmm_option.html" instead. See: https://cs.chromium.org/chromium/src/chrome/browser/resources/chromeos/input_method/google_xkb_manifest.json?type=cs&q=%22mozc_option.html%22&l=1459

"mozc_option.html" appear to have hard-coded strings (e.g. "Japanese Input" in English).

I'll be pinging someone more familiar with that part of the codebase to figure out why it's linking to a different template.
