Regression : Unwanted glimpse of grey focus highlight is seen in chrome://md-settings/searchEngines.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/searchEngines
2. Now press 'Tab' key to bring focus on 'iron' icon and press 'Space bar' key to open drop down list
2. Now select 'Edit' option from drop down list and open it using 'Space bar' key and at the same time observe ripple effect of grey focus highlight on 'iron' icon after opening 'Edit search engine' overlay  

Actual: Unwanted glimpse of grey focus highlight is seen on 'iron' icon after opening 'Edit search engine' overlay  
Expected: Unwanted glimpse of grey focus highlight on 'iron' icon should not be seen after opening 'Edit search engine' overlay  

This is regression issue, broken in ‘M 56’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good Build -- 56.0.2907.0 (revision : 429169)
Bad Build  -- 56.0.2908.0 (revision : 429486)

You are probably looking for a change made after 429467 (known good), but no later than 429468 (first known bad).

When the action menu is closed, the dots icon momentarily regaining focus causing the ripple to show. This seems WAI to me.
