We just finished analyzing this issue (for the third time). Hard to repro, nothing seems to be going wrong in Skia's MipMap code, nor recent changes. An eerily similar issue was analyzed for some time in 598724 and determined to be CF server out of physical memory. Willing to reopen and investigate if we get a real repro case, but closing as it stands.
