There's an easy and hard way to do this. Easy way is to just plumb the infra_step argument down. Hard way is to refactor most of this code around, into the step module. iannucci@ suggested that. Not sure who will have time for this soon; I probably could manage a CL next week.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
