Missing "Maximize/Restore" button on some Android apps

Issue description

Chrome   :  57.0.2987.83 (Official Build) beta (32-bit)
Platform :  9202.42.0 (Official Build) kevin
ARC	3768718


What steps will reproduce the problem?
(1)  download the Facebook, CNN, or Netflix android app from Google Play Store
(2)  launch the app and check the "Maximize/Restore" button 


What is the expected result?
Able to see the button, image1.png

What happens instead?
The button is missing, image2.png

Please provide any additional information below. Attach a screenshot if
possible.
Able to see the button on youtube app on 57.0.2987.83/9202.42.0 -Kevin.

Not reproduce the issue on Chrome 57.0.2987.75/CrOS 9202.37.0 -minnie.

SDK N apps that are declared "unresizeable" will be treated this way.  Netflix and CNN fall into this category.

We are also in the middle of changing default behavior for M and below apps, and one of the proposals is to disallow resize because the apps don't handle it well generally.  I'm assuming this is what you're seeing with Facebook.

Let me close this one WNF and I will sync up with test team to discuss expectations this week.  We should have been more proactive on this from our side.
