Issue descriptionChrome Version: 56.0.2924.87 (Official Build) (64-bit) OS: OSX 10.12.3 What steps will reproduce the problem? (1)Install extension which will open pop-up when clicking its icon (for example, BeyondCorp, Recommender https://chrome.google.com/webstore/detail/recommender/dlkmbcafmfimgmdmijklaicnhfllmcdh) (2)Maximize the browser to full screen (3)Click extension icon to open pop-up window (4)Close Chrome browser What is the expected result? The extension pop-up should also close What happens instead? The extension pop-up still open Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

I can't repro on another OS, but I can still reproduce this on Mac with Chrome 57.0.2987.110 for BeyondCorp and "Recent Bugs" (https://chrome.google.com/webstore/detail/recent-bugs/emdaaifbamlcfpdcejchkdicjofmijcl)

Close the windows using close button reproduces the issue not cmd+shif+q(exit). Able to reproduce the issue on Mac 10.12.3 using stable 57.0.2987.110 and canary 59.0.3053.0.This is a non-regression issue 40 .0.2190.0. Note: Issue not seen on Win and Linux.
