Some emoji's are not typed correctly

Issue description

Google Chrome	58.0.3021.0 (Official Build) dev (64-bit)
Revision	0
Platform	9325.0.0 (Official Build) dev-channel


What steps will reproduce the problem?
1. Enable 'Show input options on shelf' checkbox from settings->languages section
2. Open new tab and place cursor in the text field
3. Open the input options window from shelf
4. Click on Emoji icon
5. Start typing emojis

What happens?
Some emojis are not typed properly

It should be the bug of font.

Re #2, agreed. The bug doesn't relate to the opt-in IME menu. I don't think it should block issue 642385.

Does this new opt-in IME menu allow users to type emojis for the first time in ChromeOS? 

Could they do this before?
