Android shows paste option when clipboard is empty

Issue description

Chrome Version: M58
OS: Android M+

What steps will reproduce the problem?
(1) Make sure your clipboard is empty (restart phone)
(2) Long press an empty text box
(3) Note the "Paste" option in the floating menu

What is the expected result?
There shouldn't be the Paste option
What happens instead?
The paste option is there

Don't show paste option if can't paste

If the clipboard is empty then the floating action mode should not have
paste as an option.
