OOPIF: Subframe process disappears from task manager after crashing

Issue description

Repro:

1. Run chrome with --site-per-process
2. Navigate to http://csreis.github.io/tests/cross-site-iframe.html
3. Click 'Go cross-site (simple page)'
4. Open the task manager and kill the subframe process
5. Click 'Go cross-site (simple page)' to reload the subframe
6. Look at the task manager and see that the subframe process doesn't show up.


The subframe process is created, it just doesn't show up in the task manager. Closing and reopening the task manager fixes the problem.

Tested on Windows and Linux.
