EXTREMELY slow to bring up upload, download dialog boxes

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. No idea
2. right click save as anything ever
3. Hit any download or open file button anywhere

What is the expected behavior?
Dialog box would open in less than 5 seconds instead of more than 5 minutes

What went wrong?
Dialog boxes take ages to appear for uploading, downloading files through any and all methods (buttons, forms, right click, etc). 

Did this work before? Yes 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

The whole change permissions on temporary folders bit did not work, nor did several other attempts and clean installs.

Tested on windows 7 using chrome M56 #56.0.2924.87 and issue is not reproduced using below steps :

1. Launched chrome and tried scenarios:
   a. opened chrome://version and tried to save as from right click context menu and dialog box appeared in seconds.
   b. Opened a image from google and tried to save as , save link as from right click context menu and dialog box appears in seconds.
   c. Tried uploading files in gmail-> compose-> mail , and dialog box appears in seconds.

@chris.sudlik-- Could you please check in fresh chrome profile without any extensions and flags enabled and if you can still able to reproduce the issue , please provide us the sample test urls and test case along with the screencast , that would help us in triaging the issue better.

I'm having that issue on my home PC rather than this one, but it happens at
all times on all websites.Is there some process I can use to grab the data
of what's happening on that and append it to this?

@chris.sudlik-- This might be your PC issue , Could you please check it by system restart and chrome re-install with fresh profile and if you can still reproduce the issue , please provide us with the screencast.
