Flash won't undisable

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
http://www.kongregate.com/games/Ninjakiwi/bloons-monkey-city

Steps to reproduce the problem:
1. Set flash to enabled in settings
2. Go to any site using flash
3. Flash still blocked

What is the expected behavior?
Flash would not be blocked when set to allow

What went wrong?
Browser ignores settings and keeps blocking safe flash plug ins on trusted sites.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Tested on windows 7 & 10 , ubuntu 14.04 and mac os 10.12.2 using chrome M56 #56.0.2924.87 and issue is reproduced.

This is a regression in "M56" and is not seen on latest canary M58 #58.0.3026.3.

Good Build : 56.0.2924.59 
Bad Build : 56.0.2924.65

Unable to provide the tool bisect , as good and bad builds are from branch builds.

From the above cl , unable to find the suspect , could someone help us to assign this to the concern owner.
