CQ does not catch build failure in Linux ChromiumOS Builder (dbg) before landing

Hi,

I landed a CL last night which causes build failure in Linux ChromiumOS Builder (dbg)

Could you help to take a look why CQ didn't catch this failure before landing?

The matching trybot for `Linux ChromiumOS Builder (dbg)` is `linux_chromium_chromeos_dbg_ng`. That builder was removed from the CQ a while ago (due to some of the performance/load issues we were having w/ tryserver.chromium.linux, see bug 669297) and I haven't been convinced yet that we should add it back. We don't get very many failures on the waterfall on this config as far as I can tell.

So, this is working as I'd expect.

I'm working on a larger plan to evaluate which configurations should or shouldn't be in the CQ based on the number of failures that are getting through and the costs of adding more builders to the CQ, and it's likely we can add this particular config back but I don't really want to add *anything* just now until I get more data.
