Android: Use a NotificationCompat.Builder for web notifications

We should probably use a compat builder in Custom/StandardNotificationBuilder, like we do for all other notifications. (The compat version may contain bug fixes).

Peter says we used to use one but now we don't so we should loook into why and when this changed.
