Expose a list of browser contexts via DevTools. |

Issue descriptionAdd a method to list all browser contexts and return a browser context id from Target. Also consider returning browser context id from Target.createTarget and Target.getTargets. Most probably all these parameters should be headless-only.

For now that's what I'm using. I'm calling /json/list and then assuming the "id" of the page is actually the "targetId" of a target until crbug.com/697048 . Since I'm only opening targets, I assume this is a fine assumption.
