Make DEVICE_LOG work with mus+ash

Issue description

There is a DEVICE_LOG service that logs device events from the browser process and doesn't work with multiple processes logging events.

This might pose a problem with mus+ash and splitting up the browser process. It seems possible we'll be moving some of the code that uses DEVICE_LOG out of the browser process into mus-ws (or ash).

I'm not sure what if anything we'll have to do but it's worth keeping in mind.

Yes, this occurred to me during the email discussion as well. Thanks for filing a tracking issue. We currently only have a few examples of NET_LOG in ash code, which could easily be moved/removed, but eventually that will likely change.

It seems like it would be nice to set up a device event log service that can be used from any process, and a method to gather the collected events (similar to what we already do). This seems like a pretty straightforward "intro to mojo" task that I might want to take on as soon as MD Settings ships. (I would also be perfectly happy if it were assigned to someone else new to Mojo).
