Reading list message is not read properly in voiceover mode in iOS 9

Issue description

App Version: 58.0.3026.0 canary
iOS Version: 9.3.5 only
Device:  iPhone,iPad

Precondition :
1- Set the device in voiceover mode from device settings.
2- Do Not have any links saved in Reading list

Steps to reproduce:

 1. Launch chrome
 2. Tap on Menu > Reading list.
 3. Tap on the message displayed in Reading list.
  
Observed results:
1.Share button is not read properly in iPhone.
2.The arrows are read as Image in iPhone and iPad

Expected results:
Share button should be read as Share and nothing should be read at arrows.
works fine in iOS 10

Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Dolphin/Safari/Firefox: NA

Bug reproducible on the current beta channel build (App Version, iOS Version): Yes in M57.0.2987.83 dev

Add accessibility label to Reading List empty background

The automatic accessibility label is not read correctly in iOS 9. This CL fixes
it by giving a specific accessibility label.

Verified the issue on the canary build 58.0.3029.6 canary tested on iPhone5S(iOS 9).
Reading list text is read properly in voice over mode, works fine
