text/html paste data trasnfer contains artifacts

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Open any Word document with some content (e.g. the one I attached to the ticket) and copy it's entire content into clipboard.
1. Open a demo dumping text/html value of paste event's clipboardData, e.g. http://codepen.io/mlewand/pen/xqwRJb?editors=1010
1. Paste into `div[contenteditable]`.
1. Inspect what was placed in event's dataTransfer.

What is the expected behavior?
HTML in it's original form that sits in the clipboard.

What went wrong?
There's some artifact added to the end of the returned value.

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: 

It's highly possible that it's an OS-dependent issue. I'm positive that artifacts do not come from the MS Word itself.

Could you check clipboard data populated by MS Word?
I use http://www.freeclipboardviewer.com/ but I don't have MS Word.

Sure thing. I already checked it earlier by myself that's why I said I'm sure that it doesn't come from MS Word itself. Also other browsers doesn't suffers this defect (sorry for not mentioning this fact in original descr).

Tested on windows 7 and windows 10 using chrome M56 #56.0.2924.87 using below steps :

1. Launched chrome and navigated to "http://codepen.io/mlewand/pen/xqwRJb?editors=1010"
2. Opened given word document and copied the data and pasted it in given codepen.
3. Unable to see any code in the "text/html clipboard data" field.

Attached screencast for reference , observed similar behavior in firefox.

@ m.lewandowski-- Could you please check the attached screencast and help us in reproducing the issue by providing more steps or a screencast to reproduce the issue .

@hdodda@chromium.org Sure, I'll help you. It looks to me that you're not copying **rich text** data but plain text.

Use aforementioned http://www.freeclipboardviewer.com/ to ensure that you have text/html clipboard mime type set.

My guess is that you're using a VM and copy document in host and try to paste in client VM, while VM soft is stripping rich text down to plain text. Let me know if you had any success.

Unable to reproduce the issue in Win-10 by using chrome reported version #56.0.2924.87.

Steps followed to reproduce the issue are as follows:
-----------
1. Launched chrome and navigated to "http://codepen.io/mlewand/pen/xqwRJb?editors=1010"
2. Opened attached word document and copied the data and pasted in freeclipboardviewer downloaded from http://www.freeclipboardviewer.com/(comment #5)
3. Selected the rich text format from the clipboard viewer and copied the text from the clipboard and pasted in the text field at http://codepen.io/mlewand/pen/xqwRJb?editors=1010.
4. Observed that the text field did not show any content.

@krajshree@chromium.org the codepen sample actually explains what's happening, you don't have text/html field in your clipboard, which is extremely weird.

Word always puts text/html, see my scrren: https://i.imgur.com/ELIRoiG.png

You hafe Rich Text Format, which is a different thing (MS RTF format).
