Residual echo metric reports zeros when SW AEC is turned off

Issue description

Chrome Version: 56+
OS: all

What steps will reproduce the problem?
(1) On computer A, go to https://appr.tc/r/echochambertest?audio=googEchoCancellation=false
(2) On computer B, go to https://appr.tc/r/echochambertest
(3) On both computers, go to chrome://webrtc-internals in a separate tab, and navigate to the googResidualEchoLikelihood[RecentMax] graphs.

What is the expected result?
Graphs to show values other than flat-line 0 on both computers.

What happens instead?
Flat-line 0 on computer A, where googEchoCancellation=false. Normal graph on computer B.

crrev.com/2699113002 should fix it. Closing for now. Strange that the CL did not show up here. It's listed in the Webrtc bug bugs.webrtc.org/7169.
