Regression: [DevTools]Unwanted underline is seen on 'remote debugging documentation' link on 'Remote devices' section.

Chrome Version: 58.0.3026.0 (Official Build) fe586ab75aca1b8ab839db23bceac5f621389fed-refs/heads/master@{#453454} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1). 

What steps will reproduce the problem?
1. Launch chrome, open DevTools and press 'Esc' key to open console drawer.
2. Click on three dot icon to open menu list and select 'Remote devices' option. 
3. Now, observe 'remote debugging documentation' link.

Unwanted underline is seen on 'remote debugging documentation' link.
Underline should not seen on 'remote debugging documentation' link (Underline should only seen on mouse hovering).

This is a regression issue, broken in M-56 series, below is manual regression range.

Good build: 56.0.2922.0 
Bad build: 56.0.2924.0
