Regression : Spacing issue is observed between 'down arrow' icon and the drop down text in devtool's 'Network' tab.

Chrome version : 58.0.3026.0 (Official Build) fe586ab75aca1b8ab839db23bceac5f621389fed-refs/heads/master@{#453454} 32/64 bit
OS : Windows (7,8,8.1,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1, 10.12)

What steps will reproduce the problem?
1. Launch chrome, open devtools on NTP, navigate to 'Network' tab and resize the devtools window towards LHS (kindly review an attached screen cast).
2. Select 'Regular 3G' option from 'throttling' drop down and observe.

Actual : No space is seen between 'down arrow' icon and the throttling drop down text.
Expected : Space should be there between 'down arrow' icon and the drop down text.

This is a regression issue broken in ‘M-58’, below is the Manual Regression range and will soon update other info.
Good build : 58.0.3009.0
Bad build : 58.0.3010.0

This is directly due to my change, it's the same root cause as another style issue in 'Memory' panel.
