1. in WebUIControllers, remove localized strings whose keys aren't referenced in the associated HTML/JS
2. in .grd[p] files, remove messages whose IDs aren't referenced anywhere

ideally, scripts used to perform (1) and (2) will exist as tools or presubmit checks in the repo.
