Regression: Bookmark icon is not seen on resizing the browser window if 4 extension is in browser action container area.

Issue description

Chrome Version:58.0.3026.0 (Official Build)fe586ab75aca1b8ab839db23bceac5f621389fed-refs/heads/master@{#453454}
OS: Mac (10.12.1,10.11.6)

Pre-condition: Add any 4 extension and should be seen in browser action container area.

What steps will reproduce the problem?
1. Launch chrome and navigate to https://account.microsoft.com/account
2. Resize the browser window towards extreme LHS and observe.

Actual: Bookmark icon is not seen/visible on resizing the browser window.
Expected: Bookmark icon should be seen after step 2.

This is regression issue, broken in in ‘M 57’ and below is manual bisect info:
Good build:57.0.2958.0
Bad build:57.0.2959.0

Note: Issue is not seen on Windows and Linux OS.

This issue looks similar to Bug ID: 696935. The Regression range and the suspected commit is same. So, merging the issue into the same.

Unable to find the exact culprit using has bisect script and per-revision bisect script.
