Regression: Wrong context menu is displayed for 'Learn more' link on 'Clear browsing data' overlay.

Issue description

Chrome Version: 58.0.3026.0 (Official Build)fe586ab75aca1b8ab839db23bceac5f621389fed-refs/heads/master@{#453454} 32/64-bit.
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/clearBrowserData
2. Press 'Tab' key till focus reaches to 'Learn more' link on 'Clear browsing data' overlay.
3. Now, press 'Application' key from keyboard to open context menu and observe.

Wrong context menu is displayed for 'Learn more' link.
Link context menu should display for 'Learn more' link.

Note: Link context menu appears after right clicking on 'Learn more' link but wrong context menu is displayed after pressing the 'Application' key from keyboard.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2980.0 
Bad build: 57.0.2981.0

Using the per-revision bisect providing the bisect results,
Good Build -- 57.0.2980.0 (revision : 443474)
Bad Build  -- 57.0.2981.0 (revision : 443771)

You are probably looking for a change made after 443483 (known good), but no later than 443484 (first known bad).

wrong rev, but seems to be working on canary
With response to comment #2: Retested this issue on Windows-7 machine using latest Canary 58.0.3026.0 (Official Build). It's still reproducible. Attaching screen-cast for the same.

 Also rebisected this issue on different machine and found the same range as mentioned in comment #1.

@dbeam: Could you please relook in this issue again.
