Regression : Vertical scroll bar overlaps with the separator line in 'Performance' section of devtools.

Issue description

Version: 58.0.3026.0 fe586ab75aca1b8ab839db23bceac5f621389fed-refs/heads/master@{#453454}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now press 'Esc' key to open 'Console' drawer and go to 'Performance' section and press 'F5' to record some activity.
3. Now expand 'Network' section and drag the 'Console' drawer upwards till you see 'Frames' (Refer screen cast),observe tip of vertical scroll bar

Actual: Vertical scroll bar overlaps with the separator line after dragging console drawer upwards
Expected: Vertical scroll bar should not overlap with the separator line after dragging console drawer upwards

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.3006.0
Bad build: 58.0.3007.0

Note : Issue is not seen in Mac OS.
