crazy scrolling

Issue description

What steps will reproduce the problem?
1. Go to http://www.searspartsdirect.com/viking-range-corp-microwave-parts/pm100001/0022/424/model-vmos200ss/3047/0123100.html
2. Try to scroll to the bottom of the page.

It's not exactly an infinite scroll loop, but it does something crazy and doesn't let you get to the bottom.

Optimistically marking as Scroll-Anchoring-Regressions, obviously remove if I misdiagnosed.

Repros without scroll anchoring.  Probably script doing weird things.

Firefox seems to handle it better though...
