Uptime metric is incorrect for windows bots

Here are the top ten windows bots with the smallest uptime (as reported by the dev/uptime metric): http://shortn/_S4L6Moe683

Most of those look suspiciously like seconds since epoch. Either it's a bug in sysmon (https://cs.chromium.org/chromium/infra/go/src/infra/monitoring/sysmon/system/system.go?rcl=c5820b106f1b764fa497acc05d45abf7013e93a9&l=260) or a bug in the go library it uses (https://github.com/shirou/gopsutil/blob/d371ba1293cb48fedc6850526ea48b3846c54f2c/host/host_linux.go#L119)

Also, uptime as reported by systeminfo on build70-m1:
