Return windows previously on external display to external display when plugged back in

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9000.91.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.110 Safari/537.36
Platform: 9000.91.0 (Official Build) stable-channel edgar

Steps to reproduce the problem:
1. unplug external display that currently has a window open on it
2. replug in display
3. 

What is the expected behavior?
windows previously on the external display return to it when plugged back in.

What went wrong?
Windows stay on internal display.

Did this work before? No 

Chrome version: 56.0.2924.110  Channel: stable
OS Version: 9000.91.0
Flash Version: 24.0.0.221
