Youtube not plays 1080p cinema

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3018.3 Safari/537.36

Example URL:
https://www.youtube.com/watch?v=COWtsRUxFJo

Steps to reproduce the problem:
Tried to change quality settings, support 480p only. Tried in Firefox - 1080p video playback available. 

What is the expected behavior?

What went wrong?
Not support 1080p playback for cinema. 

Did this work before? Yes Don't remember, but it's been... 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 58.0.3018.3  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

This seems like a case where the content is protected (it's a full feature movie) so YouTube doesnt' trust Chrome to play it safely so reduces the quality.
I wonder if Firefox player is using Flash.
Hopefully it will become better with the Media Capabilities API.

Unable to reproduce the issue on Windows-10,Windows-7, Mac-10.12.2 and Linux Ubuntu-14.04 using chrome stable version 56.0.2924.87 and canary 58.0.3026.0 with following Url
https://www.youtube.com/watch?v=0fKLoOz5IeQ.

Getting the below error while accessing the provided url "https://www.youtube.com/watch?v=COWtsRUxFJo"
"The uploader has not made this video available in your country".
Could Some one from MTV please look in to this issue.

Since it's purchased content there may not be a > 480p stream.

I purchaced HD, and tested with Firefox. FF plays in 1080p, chrome only 480p.

M58 stable is approaching soon, can we have a fix before M59 hits stable.

There was a youtube issue and this is fixed now.
I verified on the latest M58 beta and I can get 1080p for an HD movie I purchased.
