Transient visual garbage when switching tabs

Issue descriptionSteps to reproduce the problem: 1. Launch Chrome. 2. Go to any site or google search anything(ex.hi). 3. Open NTP. 4. Switch between two tabs 4-5 times> Observe. What is the expected behavior? Tab should not get cropped. What went wrong? Tab is getting cropped from the top while randomly switching between tabs. Did this work before? N/A Chrome version: 57.0.2939.0 Channel: n/a OS Version: 6.0.1/MOB30X Additonal Comments: This issue is reproducible on Amazon Kindle Fire HDX 8.9" 2013, HDX 8.9" 2014, and HDX 7" 2013 This issue previously also repro-ed on Nexus 7, but was fixed only for that device.
