PDFs not opening in Chrome

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Example URL:
http://local.climate-kic.org/wp-content/uploads/2016/09/160825_Flyer_Green-Bonds-for-Cities_LR.pdf

Steps to reproduce the problem:
1. Open any PDF document (usually will open in a new tab)

What is the expected behavior?
While Chrome does take me to the PDF in a new tab which is what I want it to do, only a black screen appears. The PDF opens in other browsers e.g. Safari

What went wrong?
I couldn't open my PDF; only a black screen showed up

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes 

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.10.3
Flash Version: Shockwave Flash 24.0 r0

I can't reproduce this on 56.0.2924.87 / Mac or Linux.

I have a couple of questions:
* Did this happen after Chrome had been open for a long time? Was another PDF open in another Chrome tab when this happened?
* Do you get any crashes at chrome://crashes ?
* Does restarting Chrome fix the problem, or do you still get the problem?

Hi,

Jumping in on this ticket due to my own personal experiences.  I've been seeing this happen on M56 on my personal, home Windows machine.

I saw it with IRS pdf forms while doing my taxes recently.  I had to open another browser to see/use the forms (and was very irritated).  :)

- I can confirm that it is still happening on my home machine, and here is an example url: https://www.irs.gov/pub/irs-prior/i1099b--2016.pdf.  I've attached a snapshot of what it looks like.  I'm happy to get any further information/debugging for you on that machine (as long as it's still happening).
- Personal Home Machine: Win 10 Pro x64, 1607/14393/Anniversary.  Latest Chrome Stable (M56).
- Note that the blank screen looks dark grey instead of black because I have a dark theme on.

- Please note: I cannot reproduce the behaviour at this URL on my corporate Windows dev machines.
- Corporate Dev Machines: Win 10 Enterprise x64, 1511/10586. Latest Chrome Stable (M56).

- I just tried opening it again in Internet Explorer (success), and downloaded a copy.  If I drag the local pdf file into Chrome, it STILL doesn't open - same look.
- If I upload the same pdf file to Google Drive, and then open it from there, it WORKS inside Drive.
- I just tried opening another random PDF from the web (a router manual), and it fails the same way... so I think I currently can't open any PDFs.
- Everything else in my browser is working fine, no other weird issues.
- No other PDFs open in another chrome tab when this happens.
- No crashes reported.
- I also confirmed that the tab process does still exist.  I opened Chrome task manager and the process is still alive (see attached snapshot).  So this is not a process startup problem.

Let me know any steps you want me to do to get more information for you... before I try a system & browser restart!

Hi, pennymac@, if you still can't open any PDF (or when that happens again), can you post your gpu info from chrome://gpu on the other bug? I'm no expert but when I had the issue, at the very end on Log Messages I had some error messages and if they also show up on yours then that would give us a clue. Messages:
