Does this have a wider impact beyond chrome://history? (e.g. is it caused by some CSS property or exhibited on other web pages?) 

I'm not aware of anything like that, but I haven't really triaged to understand why it's happening.

Ok. If it doesn't have wider impact, this seems like a low-priority item in short term.

Seems like there's been a behavior change - it no longer scrolls. Perhaps related to 772496, as dbbrooks pointed out. (asimjour@, do you think this is a dup)?

I sadly did not get far trying to track down the root cause. We seem to dispatch the move MotionEvent to the history subtree, but there is no response.
