Non-Regression : Tool tip is seen Missing for long File names and Folder Names

Chrome Version: 58.0.3015.0/9312.0.0 dev-channel Banjo, Squawks, Swanky
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Download image
(2)Now go to Files App-> select image and rename it i.e. give long Name to the Image
(3)Now hover the Mouse on Image and observe for Tool tip(Please refer Actual_NoTooltipForFiles Video)

Expected: Tool tip should be seen for long File names and Folder Names
Actual: Instead  Tool tip is seen Missing


Note:
1. Same issue is seen for Folders with long names 
Create Folder -> Give Lengthy Name and Now hover the Mouse on Folder and observe for Tool tip (Please refer Actual_NoTooltipForFolders Video)
2. Issue is seen for Thumbnail view and List view

This is Non-Regression issue seen from M-55
