Steps:
1. Launch Chrome and navigate to chrome://md-settings/content/cookies
2. Click on 'ADD' button and observe

Actual: Default cursor is not seen on 'Add exception for a site' overlay after clicking on Add button

Expected: Default cursor should be seen on 'Add exception for a site' overlay after clicking on Add button

This is regression issue broken in 'M 58' and will soon update the bisect info:

Good Build 58.0.3022.0
Bad Build 58.0.3023.0

Note: Above issue is seen for all 'Add exception for a site' overlay of Content settings
