Steps to reproduce:
(1) vertical scroll on home page list
(2) open nav menu and go to bottom at "termini e condizioni"
(3) vertical scroll on this page

Expected result:
fluent scroll


Actual result:
vertical scroll is lagging and I've this error: Unable to preventDefault inside passive event listener due to target being treated as passive.
But with previous version 55.0.2883.91 the scroll works correctly.
Is possible fix this problem in Android System Webview? I will also fix the problem in the next app update, but it's important to fix also in Chrome for people who don't update our app.

Device tested with this problem: Samsung Galaxy S4 Android 6.0.1, HTC One M7 Android 5.0.1, LG Nexus 5X Android 7.1.1, Leeco LePro 3 Android 6.0.1.
