Regression: Scrollbar flickers in Memory section when devtools is docked to bottom.

Issue description

Chrome Version: 58.0.3024.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome,Open devtools and dock to bottom
(2)Go to Memory section and load below heapprofile. 
(3)Now drag devtools to bottom and observe scrollbars while dragging. 

Actual: Unwanted flickering of both horizontal and vertical scrollbar is seen.
Expected: No horizontal scrollbar should be seen and no flickering of those should be seen.

This is a regression issue broken in M58.

Good Build: 58.0.3007.0 dev
Bad Build: 58.0.3008.0 dev

NOTE: Issue is seen in windows when divider line beside profile is dragged to left.

Able to observe the behavior on Linux Ubuntu 14.04 using chrome version: 58.0.3025.0. No scroll bar seen, dragging Devtools to the bottom on Mac OS 10.12.3 on the latest canary(58.0.3025.0)

Unable to reproduce this issue on mac 10.12.3 with chrome version #59.0.3032.0

W.r.t comment#6: https://bugs.chromium.org/p/chromium/issues/detail?id=681467 is already fixed in latest dev. But this issue [696426] is still reproducible on latest dev. Hence re- opening this issue. Attaching screencast for reference.

Can repro. This seems to be a scrollbars layout issue.

Just as in  issue #694110 , I think the problem here is too much overflow:auto in combination with lots of flexbox.  Here's the dom:

<div class="profiles-sidebar-tree-box">    <!-- this has overflow-y:auto -->
  #shadow-root
    <div class="tree-outline-disclosure">
      <ol class="tree-outline">            <!-- this has overflow:auto -->

It doesn't make any sense for both of those elements to have overflow:auto.  Probably, the tree-outline should not have it.
