Regression : RHS of horizontal scroll bar disappears after resizing in 'Application' section of devtools.

Issue description

Version: 58.0.3025.0 636f441be350ec76e73b4e4f407bf8a7e86984fd-refs/heads/master@{#453134}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section, select 'Manifest' and drag its window to RHS.
3. Now observe the RHS of horizontal scroll bar(arrow button) at the bottom end of 'Manifest' window

Actual: RHS of horizontal scroll bar(arrow button) disappears after resizing 'Manifest' window to RHS  
Expected: RHS of horizontal scroll bar(arrow button) should be seen properly after resizing 'Manifest' window to RHS 

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.3021.0
Bad build: 58.0.3022.0

You are probably looking for a change made after 452418 (known good), but no later than 452419 (first known bad).

Note :Able to reproduce the issue in Ubuntu 14.04,Win 10.0 and Mac 10.12.2. and Able to reproduce in latest Canary #58.0.3025.0

This should definitely look different on ToT...

Here's what I'm seeing. 
The manifest view should have a lot more text in there.

Agree that a scrollbar should be present.

Can you check again on latest?

Rechecked the above issue on latest canary chrome version :58.0.3028.0 and the issue is still reproducible.
