Issue descriptionChrome Version: 58.0.3024.0 (Official Build)Revision 49e27052f0d0e34425b1450267e54b9bf81e2fd2-refs/heads/master@{#453110}(32/64-bit) OS:Windows (7,8,10), Linux (14.04 LTS), Mac (10.11.6, 10.12.1) What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings/manageProfile (2)Right click on page select 'view page source' from context menu. (3)Press cmd+p to open print preview , switch to settings tab and click on 'back' button next to 'edit person' and observe. Actual: Click event doesn't work in chrome://md-settings/manageProfile (i.e after step 2 & 3) Expected: Click event should work in chrome://md-settings/manageProfile This is a regression issue broken in 'M58' and below is the manual regression range: Good Build: 58.0.3016.0 Bad Build: 58.0.3017.0

Using the per-revision bisect providing the bisect results, Good Build -- 58.0.3016.0 (revision : 451403) Bad Build -- 58.0.3017.0 (revision : 451476) You are probably looking for a change made after 451443 (known good), but no later than 451444 (first known bad). This bug does not describe the expected behavior, and the incorrect behavior. I can't tell if this is a drawing bug or not, but I suspect not. Please send the bug back for more information. Since Skia doesn't handle click events, I suspect that it is a problem in some other part of the system.

With response to comment #3: Rechecked again on latest canary version i.e 59.0.3047.0,Beta 58.0.3029.19 and Dev 59.0.3043.0 AND Actual: 1.Delay in click event is seen after switching to chrome://md-settings/manageProfile tab 2.Context menu doesn't appear on right click. Expected: 1.Delay in click event should not be seen after switching to chrome://md-settings/manageProfile tab 2.Context menu should appear on right click.

This is absolutely not because of Herb's CL. You're going to have to look somewhere else for the source of this problem.

Note: Rechecked again and above issue is not reproducible on latest canary version 60.0.3100.0, latest beta 59.0.3071.47 and stable 58.0.3029.110
