Regression: Focus appears chopped for Arabic Language in chrome://md-settings.

Chrome Version: 58.0.3025.0 (Official Build) 636f441be350ec76e73b4e4f407bf8a7e86984fd-refs/heads/master@{#453134}. (32/64 Bit)

OS:  Windows(7,8,8.1,10).

Steps to reproduce:
1. Launch Chrome and change the language to 'Arabic' from chrome://settings/languages
2. Relaunch, go to chrome://md-settings, press TAB KEy and observe focus on forward arrow icon.

Actual Result: Focus appears chopped.
Expected Result: Focus should appear properly.

This is regression issue broken in 'M 58' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 58.0.3022.0
Bad Build 58.0.3023.0

Note: Issue not reproducible on MAC an d LINUX.
