Looking at https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_tests&tests=external/wpt/html/browsers/history/the-location-interface/location-protocol-setter-with-colon.sub.html, it looks like this test really is flaky. However, it's not a test that I wrote or own, it's an imported test from web-platform-tests; it probably makes sense to group this together with other flaky imported tests in TestExpectations.
