Pressing down arrow on open <select> causes selected option to jump up

Issue description

Google Chrome	55.0.2883.105 (Official Build) (64-bit)
Platform	8872.76.0 (Official Build) stable-channel samus

What steps will reproduce the problem?
(1) Load https://www.eta.immi.gov.au/ETAS3/etas
(2) Open the <select> next to "I declare that the applicant is outside Australia and currently located in"
(3) Press and hold the down arrow.

What is the expected result?

Should continue going down the list.

What happens instead?

Goes down a few options and then jumps backwards up the list, then repeats (down and back up).

I couldn't find any <select> in the page. Probably because of access from Japan?
Can you provide a sample HTML?

tkent@, I see the select after pressing "Apply for an ETA" button, but can't repro in v55-58 anyway.

#3, thanks.  I found it.

I couldn't reproduce the issue with 58.0.3021.3 dev on Chromebook Pixel.
