[A11y Assessment - Bookmark bar] the focusring should be on the chip not on the icon

Chrome Version:  56.0.2924.87
OS: Mac

What steps will reproduce the problem?
(1) Mac > Preferences > Keyboard > Shortcuts > Full keyboard access > All controls ON
(2) Cmd+L, and use Tab key to go to a bookmark on bookmark bar
(3) See where the focusring is drawn on

What is the expected result?
Focusring on the chip

What happens instead?
Focusring on the icon only
